All providers of intermediary services must designate a single point of electronic contact for the member states' authorities, the European Commission and the European Board for Digital Services, and publish information related to this contact, including the languages they use to communicate with them.
Likewise, all providers of intermediary services must designate a single point of contact for service users, which allows for rapid, direct and effective communication with them by electronic means and in a user-friendly manner, including by allowing users to choose means of communication that are not solely based on automated tools.
In their publicly available terms and conditions, providers must include information on any restrictions on the use of their services in relation to information provided by users, including information on content moderation and the rules of procedure of the internal complaint-handling system.
Providers of intermediary services must publish transparency reports at least once a year on any content moderation they have carried out. This obligation does not apply to those providers of intermediary services which are micro or small enterprises, as defined in Recommendation 2003/361/EC, and which are not VLOPs.
